A common budgeting guideline is to keep rent at or below 30% of gross monthly income. Many landlords screen with the inverse rule: gross monthly income of at least 3 times the rent. The two rules are close but not identical: at $4,500 of monthly income, 30% is $1,350 and 3x allows $1,500.

Is the 3x income rule a law?

No. It is a common screening standard, not a legal requirement. Each property sets its own criteria, and some accept guarantors, larger deposits, or additional documentation instead.

Does the 30% rule include utilities and fees?

The federal 30% affordability benchmark counts rent plus utilities (HUD measures housing cost as gross rent). Landlord screening rules usually look at base rent only. If a property charges mandatory monthly fees for parking, trash, internet, or amenities, treat those as rent when budgeting.

What if my income doesn't meet 3x the rent?
